Is this still relevant? I believe we will be able to set our own budgets now so we can ignore this.
ADDITIONALLY:
Since budgets may still be screwed up, I will institute a rule concerning them.
YOU MAY NOT BE OUTSIDE THE 10 +/- 4 parameters in any of the 6 categories normally adjustable by 4.
Anyone found having a budget over 14 or less than 6 will be penalized 1 win per Million outside of these parameters.
These 6 categories are:
HS scouting College scouting International Scouting Advanced Scouting Medical Training** (MAY NOT BE UNDER 10, as covered above)
OF COURSE THIS IS ONLY NECESSARY FOR THE 1st SEASON (S24)

It IS relevant.
MOST owners will have no way to go outside of these parameter, (with the exception of going under 10 in training), but there are a couple owners, I believe, whose budgets may be able to exceed the parameters, as they selected the city they were already in when we had that false start.

Are no trade clauses prohibited or only prohibited in contracts that extend past the 4 year period? For example, if I sign a player next season to a 2 year deal with a no trade clause, is that OK since the contract will expire before we redraft?

Just for contracts that extend beyond the tourney.

Since we are only signing contracts that are relevant for this 4-season cycle, doesn't that mean that all post-arb players will be free agents before the next draft (except for those who accept their end of the mutual option)? I'd prefer to see more players in this initial draft, not fewer. It seems like the draft will have far less importance in the next iteration.

I wanted to eliminate the bad contracts that sort of hamstring some owners but not others. The result will be as you described, which will mean that in the 2nd installment we will include ALL players in the draft pool. That is all rostered players PLUS all Free Agents.

The "no signing your own departing FAs" rule was always only meant to be concerning BL FAs.
I apologize that wasn't more clear.
EVERYONE MAY CERTAINLY SIGN their own minor league FAs.
