Hopefully there will not be many, but I thought it would be a good idea to post here any changes I've made since posting the overviews. Since it is likely that once people read the overview they will not re-read and see any changes.
So far I have made 2.
1st - I have added a penalty for owners who violate the "no negotiating with your departing Free Agents" rule.
2nd - I have decided that since the amateur draft review only contains 500 prospects, at the most, and we have 1 week to review it, it would probably be better to give a full TWO WEEKS to review this draft pool, as it will contain far more players. 640 players will be drafted, and the pool is likely to be close to 4000, although many of them will not be BL calibre. I will include all players from BL down to rookie and will not omit any players. It will be sortable, so we can sort according to whichever category and lessen the load on ourselves, I just don't feel it is my place to decide who gets left out, so everyone will be included.
Please don't hesitate to voice opinions or concerns over these changes if you feel there is a problem with either.

For every 10 instances of a 0 pitcher appearance you will be penalized 1 win. This should allow for the occasional extra inning fiasco, or an owner dropping the ball for a short time, but will penalize the owner who does not address the issue in a timely manner.
Additionally, if a position player gets injured and he was playing at less than 90% you will be penalized 1 win per such injury. IOW, you may run guys out there at 20% without repercussion provided they do not incur an injury.
The position player/fatigue penalty is easy to avoid if you simply set the AI to run the offense and set auto rest to 90%.
Furthermore, there is no penalty for simply playing a guy below 90%.
Fatigue is the enemy as it leads to injury. My sole purpose in invoking ANY rule whatsoever, is to ensure there is a continued flow of young talent into the world even though development is going to be low on many owner's priority list for this world.
Please be aware:
I WILL NOT be checking every minor league game to try to find EVERY instance of a 0 pitcher appearance.
IF there is a problem brought to my attention (or that I notice on my own), I will investigate and log any infractions I find.
IF an owner accumulates 10 such infractions he will be assessed a 1 win penalty.
I WILL, HOWEVER, be periodically checking for injured players throughout the minors.
These two potential penalties should be fairly easy to avoid, provided you are running an adequately stocked staff and have even a small amount of depth on the bench.

Since budgets seem like they may still be screwed up, I will have to institute a rule concerning them.
YOU MAY NOT BE OUTSIDE THE 10 +/- 4 parameters in any of the 6 categories normally adjustable by 4.
Anyone found having a budget over 14 or less than 6 will be penalized 1 win per Million outside of these parameters.
These 6 categories are:
HS scouting College scouting International Scouting Advanced Scouting Medical Training
OF COURSE THIS IS ONLY NECESSARY FOR THE 1st SEASON (S24)

EVERY OWNER MUST SIGN HIS FIRST 7 PICKS OR EVERY PLAYER THROUGH ROUND 5 (WHICHEVER # IS SMALLER) WHO ARE WILLING TO SIGN FOR SLOT MONEY(WTSFSM). FAILURE TO SIGN A (WTSFSM) DRAFTEE AS OUTLINED ABOVE WILL RESULT IN PENALTIES AS FOLLOWS:1st rounder = 10 Win Penalty Supplemental rounder = 9 Win Penalty 2nd rounder = 8 Win Penalty 3rd rounder = 6 Win Penalty 4th rounder = 4 Win Penalty 5th rounder = 2 Win Penalty This change is necessary due to the unusual situation with the NL WEST slot 4 franchise. With 4 Type As and 2 Type Bs, this franchise could end up with 15 players drafted in the first 5 rounds. 11 before the 2nd round. The spirit of this rule was simply to ensure the best draftees were signed and therefore will develop and replenish talent in the world. In an unusual circumstance like this team is in, I feel it would place an unfair burden on the owner who chooses this franchise if the rule were to force him to sign all 15 guys, which is how the rule was originally written. This change will still get the desired minimum amount of talent from every franchises draft, without placing an unfair and unintended burden on those with an unusual number of supplemental picks.
