PROPOSED RULES FOR SECOND INSTALLMENT OF DRAFT TOURNAMENT WORLD
There will be an initial two round snake draft. The order will be picked randomly using a random number generator website. During this initial draft, you'll either pick 1. A franchise along with a new city for it. OR 2. Your draft order in the Big Draft where we will be drafting our actual players. This initial 2 round draft will be untimed, and should provide ample time to prepare your draft list for the Big Draft. We'll then have a 24+ hour break when we'll go on a drafting schedule. The schedule will be in 30 minute increments per pick and go from 9:00 a.m. - 8:30 p.m. EST. The draft will start at the next 9:00 a.m. after a full 24 hours have passed. If you miss your pick, you'll be able to make it at your earliest convenience. We'll draft one round per day until it is completed. The use of proxies is greatly encouraged.

RULE WHICH IS APPLIED TO THE FIRST SEASON ONLY
1. You may not resign any of your franchises' departing major league free agents in season one of the tournament.
If you break this rule, you will be required to release the player, who will be picked up by the commissioner and stashed at the rookie league level for the duration of the tournament. Essentially removing said player from the tournament. You will be required to trade to the team that claims him $272,000 ($327,000 - $55,000) in a scrub for scrub trade to offset salary difference every season the player is under contract. Your penalty is the dead money on said players contract that you don’t get to use. Failure to comply with this penalty results in removal from world.
--Since these player are unable to be drafted, this keep everyone on an even playing field.
THE FOLLOWING RULES ARE TO HELP WITH INITIAL SETUP OF GETTING DRAFTED PLAYERS TO YOUR OWN TEAM
1. You are responsible for trading for your own players that you drafted. You will trade a scrub rookie $8K salary player for said player, paying attention not to include the same player in multiple trades. Players with NTC will need to be waived/designated for assignment in order to be claimed. It is each individuals responsibility to contact the players owner to let them know who to waive. (some say ratings could decline if a player is waived, keep this in mind when drafting a NTC player)
2. No players, which aren’t a part of the draft may be placed on waivers during the first 3 days of the season in order to allow players with no trade clauses to be waived and claimed by rightful team.
3. Each individual owner is responsible for making sure they have enough salary budgeted for the team they drafted.
4. Initial trade proposals need to be sent before the start of the 1PM2 and accepted before the start of the 2PM2 cycle the day after budgets, when trades are first allowed. PLEASE PLAN ACCORDINGLY!!
-FAILURE TO COMPLY WITH THESE RULES WILL RESULT IN ONE STRIKE PER INSTANCE. 3 STRIKES WILL RESULT IN REMOVAL FROM WORLD.
RULES WHICH ARE FOR THE DURATION OF THE TOURNEY
