If I understand this correctly the city draft allows you to pick not only which city but which franchise you want (in other words someone could select the franchise I currently have in Cincinnati because of the payroll and then move them to a city that is available in that division e.g. Louisville. If that is correct then I would vote for #2. The city part is irrelevant to me but if it allows the owner with the first choice to get the best payroll allocated team (in other words a team that does not have released player contracts etc) and the first pick I would want the player draft inverted from the city draft..

Does the team that gets the first big draft pick have the best payroll setup? What's more important - Early draft position or good payroll setup?

Example; dubrightway picks first in the city draft. Let's say he decided that he wanted to pick the organization with the lowest payroll. If you look at the city draft board at drafttourney.freeforums.net/thread/29/city-division-league-draft, that would be the NL West Team #2 (currently the team that I have), with a total payroll of $23,381,350. So, he has to move to that spot and pick which city/ballpark he wants. It has to be a city/ballpark that can be in the NL West. That spot has the #31 pick in the big draft and the #2 pick in the amateur draft. But let's say he wanted to have the #1 pick in the big draft. Then he has to take the AL South Team #3 (currently the team coached by ronaldb03). So he needs to move there, and decide which city/ballpark he wants. It has to be a city that can be in the AL South. That spot has the #1 pick in the big draft, and the #32 pick in the amateur draft. It has a total payroll of $54,572,600. Or, let's say he wanted to take the organization with the best talent. That team is the........
